Secretary of State Debra Bowen has the announcement of
the ballot initiatives slated for the May 19th ballot.The cap on health, education, and other vital services will be Proposition 1A. The raids on the voter-approved funds for children's services and for mental health are Prop 1D and 1E, respectively.
Not only has the cap not been vetted in public hearings, the timeframe for the camapign is so short that it may be very hard to have substantive analyses of the full impact of such a major constitutional change--either in the ballot pamphlet, or even before the election a few short months away.
